Давняя сенатская традиция; заключается в том, что Сенат США [ Senate, U.S.] отказывается утверждать президентские назначения на государственные посты, если сенаторы, представляющие штат, в котором проживает назначаемый, и принадлежащие к партии большинства, не дали предварительного согласия на это назначение. По существу, эта традиция предоставляет право сенаторам самим "раздавать теплые местечки" в администрации.
